The Centre for Internet & Society (CIS) submitted the below to ICANN's CCWG-Accountability.

## Introduction {#introduction number="1"}

CIS appreciates the huge amount of work that has been put into this proposal by the CCWG community and its leadership. We believe that this proposal represents a significant step forward in ensuring ICANN's accountability to the global multistakeholder community.

## Comments on Section 3: Principles {#comments-on-section-3-principles number="2"}

We generally agree with the principles laid out in this section. However, we believe that the principle of "transparency" needs to be further strengthened. Specifically, ICANN should be required to publish all documents related to its decision-making processes, unless there is a clear and compelling reason for confidentiality.

## Comments on Section 4: Empowered Community {#comments-on-section-4-empowered-community number="3"}

The proposed Empowered Community model is a robust mechanism for ensuring community oversight of ICANN. We support the inclusion of the "sole designator" model as the legal basis for the Empowered Community's powers.

## Comments on Section 5: Accountability Mechanisms {#comments-on-section-5-accountability-mechanisms number="4"}

We support the proposed improvements to the Independent Review Process (IRP) and the Reconsideration Request process. These mechanisms are essential for providing a meaningful path for redress when ICANN fails to act in accordance with its Bylaws or the public interest.

## Conclusion {#conclusion number="5"}

In conclusion, we believe that the CCWG-Accountability 2nd draft proposal provides a solid foundation for ICANN's post-transition accountability framework. We urge the CCWG to continue its work to refine and strengthen these recommendations.
